Action Alert!February 09, 2003 Virginia HB 1514 – VOTE NOURGE VIRGINIA SENATORS TO VOTE NO ON HB1514, A PARENTAL PLACEMENT ADOPTION BILL WHICH WOULD ALLOW BIRTH AND ADOPTIVE PARENTS TO FACILITATE ADOPTIONS WITHOUT THE RECORDING OF IDENTIFYING INFORMATION.HB 1514 passed out of the House by a vote of 78 YES – 22 NO. It has now been sent to the Senate Committee on Rehabilitation & Social Services. The committee will meet on February 14, 2003 to consider the bill. HB1514, "Parental Placement Adoptions," "permits a parental placement adoption without the current requirement of disclosure of identifying information by the birth parent and adoptive parents when a licensed child-placing agency or a local board accepts custody of a child for the purpose of placing the child with adoptive parents designated by the birth parent or a person other than a licensed child-placing agency or local board"....
Proponents of HB1514 say it will protect birth parents’ anonymity. In fact, the bill encourages birth and adoptive parents to use a closed, secret adoption that both research and experience has shown to be detrimental to birthparents, adoptive parents and adopted people.
Secrecy instills a sense of shame about adoption and contributes to negative perception of adoption. States that have promoted openness in adoption the longest have some of the highest adoption rates in the country.
HB1514 would subvert the intention of Virginia's Parental Placement law and take us back to the past when the choice of where a baby went was left up to lawyers. The bill will return Virginia to the shady practices that existed in the past, practices that were corrected by the Parental Placement Law.
