ON THE VERGE OF OPEN RECORDS FOR ADULT ADOPTEES IN NEW HAMPSHIRE!!!!
NEW HAMPSHIRE:
SB 335, an unconditional "equal access" bill, passed the House committee
with a majority (9/3) vote last week. The full House will vote on the bill
Thursday, April 29th. If passed, the bill will provide unconditional access
to original birth certificates for adult adoptees born in New Hampshire. The
bill currently contains a contact preference form for birth parents to

Ontario’s Bill 60 would impose $ 100,000 Fine.

Ontario’s Bill 60, a private member's bill, will reach second reading
in the Ontario Legislature on June 12, 2003. This bill purports to open
records to adoptees, but contains: a disclosure veto; a $100,000 fine if
adoptees do not comply with the contact veto outlined in the bill; and
conditions which make current search and reunion methods ILLEGAL.

URGENT: HELP STOP A DISCLOSURE VETO BILL IN ALBERTA
Bastards unite to stop affront to adoptee rights and dignity in Canada.
ALBERTA:
Alberta Legislative Assembly Bill 24: The Child Welfare Amendment Act,
purports to open records to adoptees, but contains a disclosure veto,
Section 74.2(4), "prohibiting the release of personal information in
the orders, certificates and documents." Bill 24 was recently amended,
adding another amendment, Section 74.2, subsection (9), which will give
adoptive parents the power to veto the release of information about
their adult child to their birth parents if the adoptee is unaware of
their adoption or if the adoptive parents believe releasing records
would be harmful to their adult children. Bill 24 has passed second
reading and could soon be brought to a third and final reading in the
Legislative Assembly. PLEASE WRITE, FAX, E-MAIL, or CALL the Assembly

HELP STOP NORTH DAKOTA HB 1035:
AN EGREGIOUS AFFRONT TO ADULT ADOPTEES AND THEIR BIRTH PARENTS.
NORTH DAKOTA: Please help oppose HB 1035. It contains a
disclosure veto whereby adult adoptees must have written parental
permission before any identifying information is released to them,
and is oppressive to birth parents as well. According to the
proposed new law, if both genetic parents are located but only one
parent authorizes disclosure of identifying information, he or she must
sign a statement that as the consenting parent, he/she will not
disclose to the receiving party any identifying information about the
objecting parent. In any action in which wrongful disclosure of
identifying information is claimed, there is a disputable presumption
of damages in the amount of $50,000 ( fifty thousand dollars) in
addition to attorney's fees and costs.
Bastard Nation believes that all conditional access legislation is an
affront to the dignity and self-respect of adopted adults and their
birth parents. We also believe that passage of bad legislation in one
state can set a precedent for bad legislation to be passed in others.
We urge adoptee rights supporters everywhere and ESPECIALLY IN NORTH
DAKOTA to unite to defeat this legislation.

ON THE VERGE OF OPEN RECORDS IN GEORGIA
OPEN RECORDS BILL HAS PASSED HOUSE JUDICIARY COMMITTEE AND NEEDS YOUR HELP TO BE PUT ON CALENDAR BY THE RULES COMMITTEE AND FOR PASSAGE BY THE HOUSE
GEORGIA:
SB-192, which would provide adult adoptees born and adopted in Georgia with unrestricted access to their original pre-adoption birth certificates, passed the House Judiciary Committe on 4/10/03 by unanimous vote. The bill now proceeds to the House Rules Committee, which must vote to release it to the floor for a vote by the full House. SB-192 has already passed the Senate.
The legislative session in Georgia is rapidly winding down to a close. It is extremely urgent that supporters of open records for adult adoptees contact the House Rules Committee and urge them to vote to place the bill on the calendar for vote by the full House as soon as possible. Foreign Born Adoptees' Must Not Have Their Vital Records Sealed
TEXAS:
Please fax, email, and call bill sponsors, and the members of the Texas House Juvenile Justice and Family Issues Committee. Urge them to amend TX HB 806 to allow foreign born adoptees access to their birth documents, without a court order, when they reach the age of majority. Currently, Texas has no standard practice for issuing birth certificates to children adopted from abroad. HB 806, in attempting to standardize this procedure, has created the unintended side effect of sealing foreign born adoptees' birth documents permanently. Please write and ask ask that HB806 be amended to allow foreign born adoptees, upon reaching adulthood, to have access to the documents on which a "supplementary birth certificate" filing is based, without a court order.

Immediate Action Needed - Illinois HB 2298
Say No to Teaching the Baby Dump Law in Illinois Schools
ILLINOIS:
Please write, call, fax, and e-mail the Illinois representatives to VOTE NO to IL HB 2298. This bill will be coming up for a second hearing on the floor of the House of Representatives, possibly as early as March 11th. HB-2298 would add to the Sex Education Act of the Illinois School Code an amendment that reads as follows: "Course material and instruction shall advise pupils of the provisions of the Abandoned Newborn Infant Protection Act." This amendment would apply to all pupil elementary, junior high, and senior high school classes that teach sex education and discuss sexual intercourse. All areas of the school curriculum include teaching students the importance of taking responsibility for their own actions. Pupils must learn that life choices do have consequences. The Abandoned Newborn Infant Protection Act allows for the anonymous abandonment of an infant which in turn encourages personal irresponsibility.

PENNSYLVANIA:
Please write the members of the Pennsylvania Senate and ask them to vote NO on SB 859, as it perpetuates the violation of adoptees' rights to access their own birth and adoption records. PA law needs to acknowledge the UNCONDITIONAL right of ALL adult adoptees to access, at minimum, their original birth certificates, which they were able to do in PA as late as 1984. This bill is enormous and wide-ranging, with many beneficial changes to current PA adoption law, but the records access provisions are unacceptable.

SUPPORT ADOPTEE RIGHTS IN MISSOURI
URGE COMMITTEE MEMBERS TO VOTE YES ON HB1195

Please write to the members of the Missouri House Civil and Administrative Law Committee and urge them to vote YES on HB 1195. This bill, sponsored by Representative Harold R. Selby, will allow an adopted person born in Missouri who is 18 years of age or older to receive a certified copy of his or her original unaltered birth certificate from the State Registrar upon written application. A court order will no longer be the means by which adult adoptees are issued original birth certificates. This bill will also allow foreign-born adoptees or persons who are adopted according to the laws of other countries by Missouri residents to submit a written application to the State Registrar to open adoption records when the adoptee is 18 years of age or older.
