It was on January 1, 1964, that adoptee original birth certificates were first sealed from adoptees in Ohio. Prior to that, they were sealed from the public, but not the adoptee. The law was not retroactive, so anyone whose adoption was finalized prior to 1/1/64 has open access. Adoptee birth certificates were first amended in 1938.
