Files and records of adoption.

The files and records of the court in adoption proceedings shall not be open to inspection or copy by other persons than the parties in interest and their attorneys, and representatives of the state department of social welfare, except upon an order of the court expressly permitting the same.

Adoption cases.

In cases of adoption the state registrar upon receipt of a certified order of adoption shall prepare a supplementary certificate in the new name of the adopted person and seal and file the original certificate of birth with said certified copy attached thereto. Such sealed documents may be opened by the state registrar only upon the demand of the adopted person if of legal age or by an order of court. Upon recipt of a certified copy of a court order of annulment of adoption the state registrar shall restore the original certificate to its original place in the files.

Adult adoptees over the age of 18 can access original birth certificate for $10 from Kansas Bureau of Vital Statistics, 900 SW Jackson, Topeka, KS 66612. Must submit written, notarized request. Adult adoptees can access state adoption record from Kansas Social and Rehabilitation Services, Children and Family Services, 915 SW Harrison, 5th Floor South, Topeka, KS 66612-1570. Must submit written request with Xerox copy of driver's license or birth certificate. State will do searches on behalf of adoptee or birthparent.

Original birth certificates are not sealed in Kansas. Any adoptee can access a copy of his or her original birth certificate upon request.
