California sealed original birth certificates to adoptees in 1936. CA State Director: CALIFORNIA: SB 1614 seeks to make confidential the California birth and death indices, which are currently protected by the California Public Records Act. BN opposes this bill, as the birth index is the ONLY TRUE record of birth provided by the state to adoptees. SB 1614 has already passed the Senate, and is now scheduled to be heard in the Assembly Judiciary Committee.
