HR 2909, the Intercountry Adoption Act of 1999, is the U.S. House of Representatives' version of the implementing legislation for the Hague Convention on Intercountry Adoption. Sections on records access are so poorly written they will be impossible to implement, effectively shutting down the ability of international adoptees to get important information regarding their genetic, ethnic, and medical information. This bill must be changed!

HR 2909, along with the Senate version, S682, purport to implement the Hague Convention on Intercountry Adoption, but these bills contradict both the letter and the spirit of the Convention. Both include provisions which would officially and permanently seal the records of international adoptees in the U.S, making disclosure of Hague Convention adoption documents such as OBCs and other data a felony.

Write your Congressional Representative and the Committee Members below asking them to amend Section 401 to:
